Horeishio is bounty hunter. He is also known as "King of the Weather" because his devil fruit ability.
Horeishio is a tall man with a wide chest, broad shoulders, muscular arms and legs, and neck are solid. He has pale skin and a long neck, a black hair combed back saved, and looks down waving in front of his face while fighting. Horeishio has many scars that adorn his body, especially the scar that cut across his right eye so blind in his right eye. Horeishio also lost his left hand due to a battle. Horeishio have melancholy eyes, decorated by many wrinkles, and thin eyebrows that give countenance sad. Horeishio spoke with a deep voice and deep, and like to smoke cigars.
In terms of dress, Horeishio wearing a long sleeved black shirt that was covered in a gray vest black stripes, green scarf, a dark trouser suit and polished black shoes with gold buckles. He was also wearing a long coat, thick, black hair that hung in his left arm left shoulder (this is because the left hand disappears in a fight).

Horeishio is quite powerful swordsman. He uses a black katana that named Kuroken. He adapted the technique to fight Ittoryu. He relies more on his sword swordsman skills than devil fruit ability.
Tenkou Tenkou no MiEdit
Tenkou Tenkou no Mi make the user can sense, create and control meteorological patterns, creating rain, wind, hail, lightning, snow, sleet, fog and temperature changes. This includes the ability to generate various natural phenomena or control the intensity of the weather in highly concentrated (inside room) or vastly extended (continental) areas.
